Windows Server 2003 IIS 6.0 ftp premisson issue

I am trying to acccess files on a Windows Server 2003 running IIS 6.0 logging in through telnet. I am able to log in properly but I get the following error when trying to list  "425 can't open data connection" I have added the permissions for the user to the ftp site and to the folder. What would you try now?

Are you using straight FTP, or FTPS, etc.?

I would suspect the firewall.  Did you open port 20/21/22 (depending on how you set it up)?

You may also have to open up the passive port range depending on your configuration.

As a simple first test, turn OFF the firewall and see if you have the same issue.

here is the access list entry I added to my firewall. See any issues?

access-list 101 permit tcp any host xxx.xxx.xxx.xxx eq ftp

what about on the server itself?

I am not familiar enough with the actual firewall command to open the port to advise on that.  I think testing it with the SBS firewall disabled is a good start.

You can also open port 21 specifically on the hardware firewall.

It was the firewall blocking high numbers ports for established com.
