Cognos 7.4 to Cognos 8.4.1 migration - Encoding error

Dear Friends

I am getting following error when I do migration from Cognos 7.4 to

Cognos 8.0
We have installed Cognos 7.4 in a system.
I have given -e utf-8 option also. Still this Error is coming

This is happening in chinnese environment. I suspect utf-8 is not supporting this encoding.

Without -e utf-8 also, i am getting the same Error

I do not understand why encoding error is coming. How to solve this

error
