i found WinGate Software , is it that i want ?
WinGate looks to be the right kind of thing - a VPN type arrangement that presents the traffic as coming from a single IP address (a proxy server in a data centre) and then splits it down the two WAN links to the Wingate proxy software locally.

If you want to get 4M to a single stream of data (ie a single application) then some form of VPN that combines the two WAN connections into a single VPN would be necessary - load balancing splits traffic between two connections when there are multiple data streams to manipulate but can't split a single stream.
