Go to support.dell.com -enter the service tag or select the model number-select webcam drivers for windows 7 or vista.- install the drivers and the issue will be resolved.

Also make sure all your updates are installed like service pack 1.

okay lets do clean boot and find out the problem.

Launch msconfig-got to startup tab-click disable all. Then go to service tab-put a check on hide all microsoft service and then click disable all. Click ok and then restart the computer.

After restarting the computer check your webcam via ymesg and skype

The problem could be due a hard ware issue or software driver.
From your observations sounds like its a software issue.

Assuming your hardware is OKie try to do the following to
reinstall the webcam drivers

Go to the device manager and look for imaging devices.

Delete the imaging device off and shut down the machine.
On boot up windows will detect the imaging device and reload
the necessary drivers.

Use skype and test your webcam.

Create a new user account..restart the computer...login under the new account and then check your webcam.

This is just a test account to find out whether its corrupted user profile...pl try it.
