BSOD c0000219 error

Getting this error when trying to enter safe mode and regular mode. OS is Media Center, HP Laptop, passed memtest, and the hard drive passed sea tools. Tried to do a OS Repair using the OS Disk but it would not read the hard drive in the set up. Ran chkdsk on it, found some errors and corrected them. But still gettin this code. Any help is appreciated, Thank You!

Try booting from the OS disk and get to the command prompt. For XP it is on the first screen when it loads and says to repair. That will take you to a DOS window. In there type C: then hit enter then type: sfc /scannow. This should repair the winlogon file.

when I type R to get to recovery console, it say's that it could not find the hard disk..

Download and burn to a cd.
