Pre-Stage time in GPO

Ok, I am not used to setting GPO's to give users more stuff.  I usually try to lock it down.

Well my new company has a global presence and I have been tasked with trying to configure a GPO that will allow us to prestage Time settings.

So say I have users in India where most of them use Military time, while my east cost USA Users like am/pm.

So I would like to create a group "East Coast" and "India" or what ever and set those preferences.

Is this even possible?

For extra credit, Can I prestage it, while allowing individual users to set them as well.  So if I hadn someone Military time, they can change it themselves.

And while I'm at it, I'd like to unpin server manager and powershel via GPO, any ideas?

    I am starting from last questions. Yes you can prestage GPO deployment in a staging environment Please follow this technet url

    Now I am going back to initial question, answer is yes can have two different time configuration in two region. one approach is to setup two NTP server  in two different zone and point client to obtain time from their dedicated zone. Here is GPO settings
