JNLP Launch File Error

I do not get this error on any machine where I  run my webstart app, nor does anyone with the exception of one person who says they get the following error:

“An error occurred while launching/running the application.
Category: Launch File Error
The field <jnlp>codebase has an invalid value:"

First couple of lines in the JNLP file are:

<?xml version='1.0' encoding='UTF-8' ?>
<jnlp spec='1.0+'

I cannot reproduce this problem.  Any idea what the problem might be?  They have tried on 2 separate computers at the same site.

    Do all users have the same version of Java installed on their machines?
    WebStart tends to be very sensitive to Java version - even to the minor number

    could be network issues with that user
    not much you can do without access to their box
