You have to configure your dns
secondary dns server in the DR site to get the replications . or in the best way to have a secondary domaine controller in the DR with DNS zone integrated to get always dns records replicated with AD .
for  SMTP , if you re using Exchange server 2010 , you cas set up DAG with the seconde mail server in the DR site this will allow you to have two server in case primary fail , secondary will remain ,in youll have just to do some modification to get your email working agaiin . if you need some details about site resilience with exchange DAG 2010 .refere to my articl .

1 - SMTP:  you will need to configure multiple MX DNS records with your ISP, records with higher priority should point to your primary server and records with lower priroty will point to your DR server. Incase your primary server is down emails will flow to your DR server.

2- "How Do I configure my Dynamic DNS routing For my SMTP records"
I am not sure what do you mean by this, so correct me if my answer is way off target.

You will configuer the MX records in the Dynamic DNS configuration (I a assuming your are using Dynamic DNS service (www.dyndns.com)

3- "Replicate my Primary Site Records to Secondary Site"

I am assuming that you are talking about website URL and others. Well for this you can create multiple DNS host records with your ISP but this usually ends up with DNS round robin, so if you don't have any issues with this then it will serve your purpose otherwise setup a procedure when your isp will change the records manually in case of disaster.

first can you describe how did you designed your DR site?

Following will be DNS settings on ISP end or DNS console

yourdomain.com under MX you will have to add 2 entries.
Primary site    Priority 10  - This will be ISP A
Secondry site Priority 20  -  This will be ISP B

According to this, when mails is coming from internet it will come to Primary site and mails will be delivered if Primary site is reachable.

In case primary site is not reachable then mail will go secondry site, this switchover is the job of mx entries who takes case if MX1 is not available then forward to next MX

So that means I have place 2 SMTP servers 1 @ Primary / 2 @ DR Site....

In this case I have to have 2 Smtp Routing on my each of my Exchnage Servers at both the sites
