Dear Colleagues
Could you please advise me how can I solve follow issues:
1)      I know that SharePoint have an ability to limiting of  modifying right.  User can modify items with were  creating by him.  I  used this option on several lists, but this option is not available for all lists. Why?  And how can I use it on issue tracking type of lists.

2)      Also please advise me- how can I create same functions as in my  first question, but with reading functional. I wish to create special right that   user can read only items which created by him. I have several Idea , But may I ask your algorithm.
3)      And last my question –  MS windows have «RUN AS» options.  How can I start SPD workflow using  special accounts with «RUN AS»?

1. this settings is avail on list level only, out of the box.
2. read is avail in the same adnaced list settings lust above/below modify its own doc setting.
3. out of the box spd product run as is not available, i call this as a product limitation,
although whenever you open a site collection in spd & you don't have access to the same, it prompts for credentials..
also i don't think we require run as, as this prompt appears whenever machine login don't have enough access to the site. this is my personal opinion though.

3) You can create a shortcut that always "Runs As" a particular user:
