Start with the SDK that is provided by each vendor.

They are the leader for digital mapping data. They power sites like Bing maps, mapquest, and yahoo maps.

NAVTEQ would certainly have the SDK for that.

Mapquest and Bing Maps use NAVTEQ data/SDKs for thier phones and both have apps for Droid and iphone.
