I've downloaded openLdap for windows server. I cannot find a quick installation guide for openldap on windows. Can anyone lead me in the right direction?

Perhaps this is what you're looking for: How to install the OpenLDAP for Windows

The site says "The package has been tested on Windows 2000, Windows XP, Windows Server 2003"

Actually what I need are instruction for how to make openldap a ldap proxy.

Well, not quite the same question - I don't want to lead you down the wrong path, so may I suggest a Google search for: openLdap "windows server" proxy configuration.
