How can a user w/ domain admin rights view contents of SBS 2K8 Backup

We have a user who wants to review backup created using the built-in backup found in SBS 2008. When they plug in one of the Ext USB HDDs into their computer, they recieve an "Access Denied" warning. He want to be able to browse the contents of the bacukp to ensure backups are being made. (Why he doesn't trust us, the SBS reports of a successful backup or MS themselves IDK.)
I've read that the bacukps are VHD files & can be mounting in Disk Management.
Will he encounter the same "Access Denied" issues when attempting to do this?
Thanks.

Yes he will...they can only be viewed under the context of the SBS Admin account

This user has domain admin rights.
So only you can only access the backup files from the server using a domain admin account?

I should have elaborated..it can only see it using the Restore utility...not by opening the USB device and trying to browse
