How can i determine if his outlook 2003 is getting the emails or doing something with the emails. i turned off all rules in outlook...

Just to understand this better, some emails are not being received into the user's Outlook client yet most are making their way to the Blackberry? Or are any emails that do not make it into Outlook also do not get delivered on the Blackberry as well?

Can you open the users inbox and search for the supposed missing emails?  Are they in the junk mail folder?  Do you have a spam filter that would be blocking the mails and they are in a spam folder?

Sometimes when emails go missing it is do to the same email account on another computer (or another person using same account) downloading the emails and deleting from server before the computer in question gets a chance to downlod the same email.

It is all about timing.  The mail server logs will show the emails were delivered.

Are the missing emails in question being processed by Exchange? You should be able to verify if/when any particular email has been processed for delivery to Outlook.

Wow, so they are being deleted upon receipt? I know you said there weren't any rules seen, but try running an outlook /cleanrules switch to be sure...

Emails from people outside the company never make it to his outlook - I assume you found them having been delivered to exchange server?  If so - look for another computer downloading from same account but deleting them.  As for the blackberry - is exchange server pushing them or pulling?  If pulling - same answer as above.

I will look into another computer downloading the account?

Ask the user if he has a computer at home.  I have found that to be the case many times.
