Assuming you have ESX, log into it with the Client, click Configuration tab, then Virtual Machine Startup/Shutdwon in the 'Software' box. Click the Properties link in the upper right. In the box that displays, "move up" the VMs to the top to have them power on with the host.

Select the ESX or ESXi server that is hosting the VM and then look at the tab names.

Select Summary > Virtual Machines > Resource Allocation > Performance and finally Configuration. You will then see the setting to set the VM to start automatically.

You can select the host on the left side of the vSphere client, the configuration tab on the right then there should be an option to configure vm startup/shutdown options.

Note that if you are running in a HA cluster you should not configure any kind of automatic startup or shutdown...
