Exchange 2010 Public Folder forwarding not working

We migrated from Exchange 2007 to 2010, including Public Folders.  We have our monitoring system send Event Log entries to a public folder, and based on certain keywords or phrases we forward that alert from the public folder to our technical staff so they can look at the problem that generated the event.  There are about 50-75 of these rules in the Folder Assistant for this particular public folder.

Since the migration to 2010, the public folder is receiving the alerts just fine, but it is not forwarding them to the technical staff (all internal mailboxes).  The ANONYMOUS account has Contributer permissions on the public folder, and DEFAULT is OWNER.  This worked perfectly fine under Exchange 2007.  Can someone please provide some insight as to why it might not be working under Exchange 2010, and more importantly, how to fix it?  This is impacting our ability to proactively monitor our servers.

New servers are physical servers, Windows Server 2008 R2, Exchange 2010 SP1.

As I could not find a solution for this, I wound up moving delivery of the alerts to a mailbox and writing server-based rules to process the messages.  At least I'm now closer to removing Public Folders altogether.  I'm also applying Retention Policy tags to delete the contents of the mailbox after 3 days, otherwise it would grow out of control.

Did the forwarding of the keywords work in a mailbox vs a public folder. We're trying to do something very similar
