Why is the Windows 7 Librariesfeature not allowing me to see all the folders in my system network?

The image below shows the file listed in a folder I cannot see over the network. When I go to the Public Folder from another machine. i see all the folders but the one I created today called Rollable Planter. Can anyone tell me :
Why I cannot see the folders PHOTOS C: and the RollablePlanter folder from other machines.
What can I do to make them seen from other machines.
Please advise. Thank you.

Ah tired from clearing all the trees knocked down by tornadoes hear in Tennessee.

Is rollable planter an empty folder?
no it has photographs in them

I went to network sharing center however I was not sure where to look. Several places showed file and printer sharing were turned on. Where are you talking about exactly. I do not see it and I am thinking I can see..........from the other machines the Public folder.
However I do not see the PHOTOS C: drive then the Public Folder with the RollablePlanter folder.....
Can you guys look at this again and rethink that....?
