Conditional Formatting Excel Confusion

Hello Experts

I kinda baffled why the conditional format highlighted in Green works (please see attached spreadsheet) but the conditional format highlighted in Blue doesn't, though both formulas are the same just reference different cells.

Can someone shed some light on it?

    Hello Carlton,

    Your blue formatting references a cell in row 1 but the range starts at row 2 so they are all one row out - these ought to match - see attached - I changed the formula and the range
