C# Email/SMS Notification Framework

Am looking for Notification framework (Email and SMS) with following features:

1- Can be pluggable in C# code (utilize its API to send notification, enable/disable sending for certain blocks).
2- Can be configured externally outside code (ex. Allow us to enable/disable notification on certain C# service, select and enable disable notification channel (SMS , Email …) , notification for certain users…  ).
3- Message templates are sorted outside code.
4- accepts more than one language  for message templates  
5- Free ¿, it will be better
