MS Access 2007 - unable to access work group privileges

We have MS Access 2007.  I'm trying to set up user/admin privileges.  The "Users and Permissions" was not on the database tools ribbon.  I was able to add it to the quick access toolbar.  However, its still greyed out.  I created the new ACCDB file.  Have not set up user's yet.   also have the file opened in exclusive mode.  
1) Why is my "Users and Permissions" icon greyed out? how can I access the permissions?
2) I want to change the permissions so that users can not access admin mode.

    No user level security in accdb. The items are there only for backwards compatibility with mdb.
