MS SQL 2008 Activity Monitor does not work

When I tried to start Activity Monitor in SQL 2008 SSMS, I got the error below.

    TITLE: Microsoft SQL Server Management Studio
    The Activity Monitor is unable to execute queries against server [SERVER]. Activity Monitor for this instance will be placed into a paused state. Use the context menu in the overview pane to resume the Activity Monitor.

    ADDITIONAL INFORMATION:
    Unable to find SQL Server process ID [PID] on server [SERVER] (Microsoft.SqlServer.Management.ResourceMonitoring)

Then I saw nothing show up in my activity monitor.
I googled and tried to the solution on a different site but none worked. please help.
The solution I tried included below.
1. To rebuild execute the following command

cd c:\windows\system32
lodctr /R

2. To restart SQL service.
