1. Right click 'My Computer' and choose Manage

2. Go to local users and groups.

3. Click open the 'Administrators' group and add a new user in the members list.

4. This user will be a local Administrator on the server.

If LOCAL:
To create a local user account

1.Open Computer Management. (rt-click on 'Computer')

2.In the console tree, click Users. Computer Management\System Tools\Local Users and Groups\Users

3.On the Action menu, click New User.

4.Type the appropriate information in the dialog box.

6.Click Create, and then click Close.

If a domain server, it will pick up any accounts with Domain Admin permission. Just create an account in ADU&C and add Domain and/or Enterprise Admin permissions.

if you want the users to administrative all servers in that domain, do this :

1:  click start>click run
2: type  dsa.msc and hit enter
3:  click on the users OU and look for domain admins group.
4:  add the users to this grp.
