Is there a quick way of  enabling the multiple Address Books in public folders other than manually enabling each one by one?

There isn't anything native to Outlook 2007 I'm afraid.  

Your best bet would be to script it.  Specifically to set MAPIFolder.ShowAsOutlookAB to true for each Public Folder you want to add.

Would this enable all address books in public folders to become Outlook address books? How can one be selective on which address books to choose? And where would I place this script?
