You can use Windows Easy Transfer (migwiz) on a Windows 7 DVD (Support folder), or you can download WAIK for Windows 7 and use USMT (User State Migration Tool).  USMT will transfer application settings as well, where WET will not.

What the most effiecent way?

If you just need to transfer user folders (documents, pictures, etc.), then WET is much easier.  Just put in the Windows 7 DVD, run Migwiz, and it will ask which users' data to transfer.  You can transfer it directly to the new PC over a network connection or save it to a network share or flash drive then run it on the target machine.

UMST 4.0 is a better choice as there are official document from MS.

?? This from Microsoft about Windows Easy Transfer is not "official"?

I'm not saying USMT is not a good choice, but WET is EASIER, so it depends on what he needs to migrate.
