windows server 2008 locked folder

wwwroot folder
folder icon has  a lock on it

whenever I change a .php file
I need to use cygwin chmod 777 to see it
on a web broswer using another ip

It appears your permissions are incorrect.
If using IIS web server, then see this tutorial for changing permissions for your web root.

I'm not sure why would you want to use cygwin on a windows 2008 server. That is odd. It will cause more headaches for you. I suggest using Linux instead.

i use your tutorial and it does not change the locked folder icon

Did you find out who owns the folder and try to change permissions?
