Dear,

It looks like the functional level of the domain and forest is 2008, and in this case you can't join Windows 2003 server to work as DC. And this process is not possible because no way to downgrade the functional level of the Domain.

Unfortunately.

you can not revert the functional levels within 2003 or 2008 if changed. This option will come with 2008 R2 but also limited

You need to re-install Active Directory, when doing so on the Function level you need to choose Wind
ows 2003.

by the way you can install a fresh window 2008 on current 2003 server ( this serevr is not a dc or ADC), install Win 2008 and if you dont have the key still window will allow you to add product key late on but you have to put key with in 58 Days (Its not recomended but if you dont have license and you are planning to buy you can do this way),  after installing 2008 OS you can continue your work.
