Internet slowness

In my org we have many different vlan and a combo of DHCP and Static Ip's in the network.  We also have a proxy server ISA which controls access to the internet.  We are using many programs which require citrix access via the internet and the program just hangs.  I have reports that when users are using this  citrix access via a hotel internet they are not experiencing any slowness.  My question therefore is can the proxy server be causing the lag?

    One thing I forgot to mention because I wasn't aware is that there is an exception for the ip for the connection.  Will it still be affected?
