Does the user have a roaming profile?  Does OWA work?  If the user had a roaming profile try to set them up with a new profile and see if the outlook works.  This is most likey on the Outlook side and not the exchange server side.  But just to check are any other users having the same issue?  Some programs can cause issues with outlook.  I have run into issues with Adobe and Outlook not working together or other programs with outlook addins.  I have you tried opeing outlook in safe mode.

See here for Outlook safe mode.

The user is not running roaming profile and OWA is work fine.  I have unchecked the Adobe Add-ins and have tried the outlook in safe mode, but still having the same issue.  Other users doesn't have this issue.

Do you have any other verisons of outlook to test on?  Did you check the event viewer on the client computer to see if there is an error message?

Yes, I did test on outlook 2007 and it's doing the same.  There is no error message regarding to outlook at all.

You could export the mailbox to a pst and recreate it.  Or if you have another exchange server move it to a different server and back to see if it cleans up the issues.  I would also run a check of your exchange databases to make sure they are healthy.
