Content Advisor Keeps Re-enabling after reboot

I have 2 machines, 1 a windows xp and 1 a windows 7 machine.  Content advisor was enabled.  I have tried to change the settings, disabling, deleting the policy key but everytime I reboot the content advisor turns on with old settings.  Any help or suggestions would be great.

dcitdir--Although written for older versions of Windows, this still seems to apply to the latest versions of Internet Explorer.
