Need to Connect iPhones to Exchange 2003

I have some users with iPhones connecting to an Exchange 2003 Server via IMAP. However, they are unable to send mail through the Exchange account.

Is there a better way to connect the iPhones to the Exchange Server?

Users connecting via IMPA with ATT are using ATT's (CWMX.com) for outgoing mail and they are ok.
Users connecting via IMPA with Verizon cannot send using the Exchange Server for Outgoing and Verizon does Not provide SMTP servers.
