Hello-- I created a .vep video file with AVS video editor but can't seem to find anything that will allow me to convert it to a .mp4, .avi, or any other actually usable format. Is there any free resource anywhere that will allow me to do this?

Hi that's because this like a saved project from AVS Editor not the actual finalized movie.
Only the AVS Video Editor is able to open /reload the created project file.

This project file ie  .vep contains the information on the video and audio clips, effects and transitions you added to your movie.
You need to reload it back into AVS editor then click save the movie.
Then you can choose the out put video format.
To preserve the project .vep file
please  ensure that all the original media files used in it are still in the same places.
