Unable to execute commands in windows command prompt

Windows Vista Enterprise 32 bit OS  joined to 2008 domain.

I am unable to execute commands in the command prompt window.  I am receiving a message, 'The system cannot execute the specified program."  when running the ping and ipconfig command.

There is an issue with opening IE8, "Internet explorer has stopped working.  a problem caused the program to stop working correctly.  Windows will close the program and notify you if a solution is available."  I then receive "There was a problem with windows that caused it to stop working correctly.  Your computer might be missing updates that can help improve its stability and security.  Open windows update to check for and install updates."  Internet Explorer never opens.  
I have installed all updates except for IE9.  I have tried opening IE without add-ins.  Received the same message.  
When I tried to open the Internet Options applet.  received "Windows host process (Rundll32) has stopped working."

Unable to open excel and word documents, using any method.  "Windows cannot find 'C:\Users\(path to document)  Make sure you typed the name correctly, and then
try again.  
Unable to open PowerPoint documents or Outlook,  "Microsoft Office PowerPoint has not been installed for the current user.  Please run setup to install the application."

CA antivirus and Malwarebytes have found nothing.
I have also uninstalled/reinstalled Office suite.  No success.

Event viewer has an entry near the time that the behavior started.

Windows detected your registry file is still in use by other applications or services. The file will be unloaded now. The applications or services that hold your registry file may not function properly afterwards.
Are these issues a corrupt user profile?

Run msconfig check the startup entries and disable anything that looks suspect like entries starting fro
 A user profile or temp file.

You could try firefox portable from
Portableapps.com does need installing runs from a folder or USB key this may give you Internet access.

If you can get hijack this on their from trend do a scan and post the log.

Open Command Prompt, then type:

sfc /SCANNOW <Enter>

Are you an administrator on that PC?

check if you are and try CMD again.

Cannot run any commands in command prompt receive same message 'The system cannot execute the specified program.
Profile is local admin .  Even opening command prompt with run as administrator does not work.
Disabled all startup entries except for the necessary ones.  No success.
Installed Firefox.

It does not matter what profile is logged in on this computer.  The behavior is the same.

I will not be able to work with this unit again until tomorrow 5/12/2011.
At that time I will work through the suggestions in the links provided.
I am assuming that the Hijack this log is clean and that end user can safely start transferring files to a flash drive?

Are you able to change directory to where ping and ipconfig are manually and attempt to run from there? If you can run them from there you user environment may be setup wrong or your system is corrupted pretty badly.

I will not be able to test unit again until Monday, May 16.  End user took laptop home with her Tuesday night and was going to attempt to transfer her data to another machine.
She sent me an email reporting that Firefox no longer functions, 'The system cannot execute the specified program."

Sounds like a corrupt system to me. Manually testing probably won't solve it here on second thought..

Unable to resolve the issue with this laptop,  System is corrupted so badly that it does not matter what profile is loaded.  Unable to open applets, access Internet or run programs. Antivirus and malware programs are not finding anything.
Laptop is being rebuilt.
