.Net Framework Workflow Requires Sharepoint?

I'm looking into .Net Framework Workflow and I was wondering if it requires sharepoint to run or if I can just deploy it on my test site running iis6?

Also, my goal is to be able to setup pre-existing forms into a workflow (e.g. User submits a request form, workflow sends a notification to the approver, Approver submits a purchase order request, Finance approves it, users get notified that the request was approved) but i'm not even sure if this can work like this. I already have the individual web forms created but I was hoping workflow could fill in the missing pieces of tracking the whole request.
