Server 2003 vssadmin list writers is blank

So i am trying to convert a 2003 server with vmware converter.
When i run it i get "FAILED: Unable to create a VSS snapshot of the source volume(s). Error code:

I have done a bit of looking around and have tried running the command "vssadmin list writers" When i run this is comes up blank?  

I haev tried re-registering all the DLLs and i have seen a lot of people talking about that and had no luck.  
Does anyone have any ideas on how to resolve this?

    Ended up copying Registry settings from another server to this server for the VSS providers list.  This resolved the issues.
