Creating mini sitemap

I have a very small visual studio 2005 web application as attached using 2.0.  I would like to set Intro.htm as the start page and give the users a choice of two links.  One will go to Optcls.aspx and the other to optecd.aspx
I've tried the sitemap and sitemaster controls, but can't get them to work.  In the past I've used frames, but they're not supported.
The instruction for the sitemap mention the root directory, but there are no directories as such in this application.

    There could be problems in downloading external controls in terms of copyright and distribution.  Therefore I'd like to avoid it.  One workaround is just to have two buttons on the HTML page with response.redirect.

    However I need to learn about sitemaps.
