When they open their outlook from home it shows disconnected. (internet connection is available)

Click Disconnected. In the context menu un-click Work Off-line., same time check user connected to your office network.

try this step too in outlook with the option "/resetnavpane" (start > run > Outlook.exe /resetnavpane > enter)

Here is the solution that you can try. This solution works for me.

Launch Outlook> Tools> Options> Mail Setup> Email Accounts
Select View or change existing e-mail accounts > Click Next
Highlight Microsoft Exchange Server > Click change
Click on More Settings > Select Connection Tab>

You will see the option Exchange Over the internet
Make sure this option is selected

Click on Exchange Proxy Settings
Under the connection settings
Enter the URL for your proxy server for Exchange normally it will be your webmail.companyname.com or based on organization setup.

This option really depands on the organization setup. You can try without this option first.
For connect using SSL only
Enter the principal name for the proxy. e.g. msstd:webmail.companyname.com or based on your organization setup.

I hope this would assist your staff to work with their emails from home.

Give it a go and let me know if it works.

Cheers...
Devan
