Hi!

When I try to access "Site Settings" --> "Content and structure" or "Content and structure  logs" I get an error message saying "Access denied".

The user is farm admin and has "Full control" in the site collection.

well,
 go to site actions > sit  settings,
under Site Collection Administration,
Click:
Site collection features.

Scroll down this feature:
SharePoint Server Publishing Infrastructure
Activate it.

if it is activated,
deactivate it and the activate again.

if still not done,
it has an issue with the url which generates after you click content and structure, so try putting /_Layouts/sitemanager.aspx instead after site collection name in the url.

you can use the script in settings.aspx page, as a work around:
<script type="text/javascript" src="/_layouts/jquery-1.3.2.min.js"></script>
<script type="text/javascript">
    $("document").ready(function() {
        $("a[id=ctl00_PlaceHolderMain_SiteAdministration_RptControls_SiteManagement]").attr({href:"./sitemanager.aspx"});
    });
</script>

Will deactivating/reactivating create any issues for all the site collections located under the top site collection?

I'm just concerned about what happens if I deactivate the Sharepoint Server Publishing Infrastructure and then reactivation fails.

Yes, it was activated.

We did a restore of the site collection about a week ago and after that we got the access denied on Content and structure.

Is it safe to disable and then reactivate the Sharepoint Server Publishing Infrastructure?

well, still u get same message then i think you should de-activat the said feature and then activate again.
i assume you are getting access denied on site collection settings > content structure itself and not a sub-site.

also, doing it is always like taking a chance.
take all kings of bak up so that in worst case you can restore atleast what is their now
and then do it, i don't see any other alternative.

It turned out to be the service account of the web application - it was set to Network Service instead of domain\serviceaccount. Once I changed it to the correct service account everything works again.

Thank you for your suggestions!

In Central Admin - > Security -> Configure Service Accounts i found the service account of the Application pool hosting the troublesome web app to be "Network Service".

It should have been "Domain\sp_serviceapps" which is used for the other web apps.
