Sharepoint 2010 can you generate prepopulated folder structures

Need to know if it's possible to create folder strucutures in sharepoint with pre-populated folder  structure?

We would have a sales document center site for each of our sales teams.
Users need to be able to create new top level client folders with a prompt to create a sub folder " Project number" and a template folder structure below this. (this will always be the same.

We currently have this functionality on our network shares, through VB app (created internally)

    You will have to create a "Custom Action" through a feature which will then create these subfolders for you. There's isn't any out of the box way to do this.

    I assume this will be done through sharepoint designer ?
    Can you elaborate on what needs to be done?

    Essentially all I need is for a user to click on a button, be asked what they want to call the new top level folder and then  click create. This would create the folder with pre-populated content ( folders only )
