Outlook Auto Complete Not Saving After Restart

This is driving my crazy! For whatever reason Outlook no longer saves any contact email addresses. You can turn on the auto complete and it works for the day, but after Outlook restarts it no longer works and you have to start all over again. I uninstalled Office and cleared out anything that is related to Outlook files, data and all others (I think I got them all), then reinstalled the program. Didn't work. Has this happened to anyone else that has found a solution?
Not sure if this is related or not, but when you "Exit" close down Outlook, it is still running but just not opened.... If you have more then one profile you have to restart the computer just to be prompted to open a different profile. Outlook 2007 with sp3
