HP DAT 160 problems
I have inherited an issue that has been ongoing for several months. We have several clients using SBS2008 and SBS2003 servers with HP Dat160usb Tape drives.
The drive either does not recognize that a tape is inserted into the drive, or it shows offline in Backup Exec 12.5, or shows as busy in Backup Exec 12.5. This issue persists in HP StorageWorks Library and Tape Tools. It also likes to show the drive as "In Use".
In the course of troubleshooting I have uninstalled Backup exec, and the HP Dat160 usb drive. I have reinstalled the drive and installed only HP StorageWorks Library and Tape Tools. All drivers and firmware updates have been completed through this tool. Several tapes, including new, have been inserted into the drive, and HP StorageWorks Library and Tape Tools also does not recognize that there is media in the tape drive, eliminating backup exec as the issue. I have confirmed the tapes are compatible. Drive has been cleaned. Previous techs have replaced the drive hardware several times, and un/reinstalled all applications several times.
I have searched online, and although this does not appear to be an uncommon issue, there are no fixes posted. Any suggestions would be appreciated.

RSM (removable storage management) can also be "grabbing" the tape drives so that your backup application can't own or operate them (tapes are a streaming, not shared, medium).
Try disabling RSM and see if that clears things up.

Cris: We are using the appropriate version for SBS.

If it's thee, it will be in Services --
Right click My Computer, select "Manage", expand "services and applications", select "services", scroll down looking for Removable Storage Management; if it's active, stop it and see if that clears things up.

Unfortunately that service is not listed in any of our SBS boxes, and from what I have found- it no longer exists in Server 2008 R2.

Found the solution on my own.
So the only solution was a third party solution like backup exec or other third party software.
I suspect that part of the issue is that you are not using the version specific to Small Business Server
You might consider downloading the 60 day trial version and see if that solves the problem
