Y axis on Perfmon not matching maximum and minimum of counters

Running Windows 2008 Server. I am running Perfmon to measure some stats so added a whole bunch of counters. They are all measured in different values.

What I see is that the Y axis goes from 0 - 100. But some of the values, for instance, say they have a max value of 0.180. The scale for that one is 1000, so really I should see the peak 180. But in Perfmon, the counter reaches its spike at 40 according to the Y axis.

Does anyone know why this is? For other counters, the Perfmon Y axis value matches the spike. Does Perfmon have a setting which says which counters match the Y axis values and which don't?

    Its just a limitation of the graphic user interface shell for performance monitor. In order to get the right Axis scal, you have to create an inividual graph for that and right click the graph to set your parameters for the Axis values.
