OEM Sytem builders license

Can someone please explain to me after I have been building Personal Pc's for over 5 years now:

Is it a necessity to have the OEM builders license to install a operating system on a personal computer for a friend.  I would like to buy him the oem version of Window 7 home premium? Any additional thougth would be greatly appreciated!!!

I think you have to build at least a part of the PC.
Otherwise you would need the normal (unused) OEM license.

bbbb2--I am not suggesting anything, but I gave you two references to describe the procedure according to Microsoft.  Here is another reference which may provide more insight.

You absolutely are a system builder and also making sure a license is being purchased.
