Terminal Server Licensing Windows 2008 concurrent user/multiple sessions

If I have 20 per user licenses for terminal server, does that mean I can only have max 20 sessions to a server. I wanted to know if Jane Doe decides to bring up 3 terminal server sessions does TS just use one terminal server license for Jane Doe or 3. Is only one license used for the user. So, could I have something like 50 sessions on a server if users the 20 users decide to have multiple sessions?

Licensing is per person (user) or per device, so if someone started 20 sessions that would be one user CAL.
