server 2003, AD, exchange 2003. Not enough system resources error Event ID333

Hi we have a server running 2003 R2 SP2 Enterprise with AD, DHCP ,DNS, Exchange 2003 and it will not startup correctly.

It boots in to windows but you cannot run any applications becuase it prompts with errors saying insufficient resources.
The server has 8GB of RAM.
we have followed the KB 970054 but its not helped.
we can login in directory restore mode and open all applications ok but AD is not running obviously.

We have dissbled symantec AV and Brightmail email filtering/AV.

When I come up in normal mode and try to log on I get errors saying insufficient resources.  Sometimes it reboots automatically and the following is in the logs:

Also sometimes it comes up with the following message when logging on
A problem is preventing Windows from accurately checking the license for this computer. Error code: 0x80070002.

Other times when logging on it says there are insufficient resources and either doesn't log on and you have to do a hard reboot or logs on but doesn't let you do anything apart from control alt delete where you can select to restart.  However after the restart it says that the server has shutdown unexpectedly.

Everything works in Directory services restore mode.
I have seen Antivirus and firewalls cause this. I didn't figure out what port. Being an exchange server, it's probably the SMTP port.
Hi,  I seem to have fixed the problem.  I uninstalled symmantec and disabled tomcat which was a service on the server and the problem seems to be resolved.
SEP, was included with the Symantec product, (I presume)?

It was blocking exchange from using SMTP, I'll bet.

Try re-enabling tomcat.

Think the problem may have been symantec or tomcat.
