Cant start or Stop services remotely without local admin permissions

Trying to start and stop services and on a remote server without local admin permissions without success. Why can't this be done?

It seems that windows 2008, does not grant the start/stop services rights.  You would need to grant those rights by way of a GPO.
Because you do not have local admin or power user rights.  This is to prevent the system from being reboot by anyone who has access to the system.
I.e. someone working on an important project when another user encounters a problem and decides to reboo the server to see if that will correct the problem they are having.

I was able to solve my issue with the below article, this is true as well. 

I was needing to do it without GPO.
