Redirect HTTP to HTTPS Fails

I am trying to redirect HTTP to HTTPS and have followed this article:

However when i run IISRESET it resets the old 403;4 error back to its old value.
If i dont do an IISRESET i get HTTP 403 forbidden error.

Can someone help me to set this up correctly please? I didn't realise it would be this difficult to get an auto redirect setup!

does the re-direct work internally? If you followed the article above it should work, you just need to make the sure firewall allows port 80 and 443.

Found workaround by creating seperate site to redirect to HTTPS
