save office docs as 2003 (doc, xls) for all users of office 2010,2007 computer

I need to have all users of a computer save as default in Office version 2003 (xls, doc, etc)

I need to do that as there are issues with the converters sometimes.

We can set it per user, but we need to guard against new users on the same machine.

Is there a registry key or something that could be set for all users?
