Allow user to change AD attributes

We have Win2003 Active Directory and Exchange 2003 server, clients with win xp and outlook xp.
i have a user with different job role, for this purpose he need to have the ability to change the "Title" in Active Directory users and computers under Organisation tab. He is just a basic domain user.
can anyone please suggest a workaround this?
thanks

Unless you want to write a web site where the user can make AD selections ...that website can can programmatically make changes via vbscript or batch whenever you want to...at nite fir example ...

IT looks like the Title field in ADUC- ORganization tab "title" -ties back to the JOB title user attribute. If you give read and write access to that attribute, you should be good to go.
