How do I put our country tld into the Global whois

Our client is member of a technical team assigned to get their country CCTLD into the Global Whois.

The tld is current live and there is a whois available for this TLD but when clients whom have registered the a domain in the tld try to get a SSL certificate, the CA always has problems getting a whois as they are not aware of the whois address.

How can we advise the client to get their cctld into the global Whois Database?

I meant what does RIR mean as an acronym, but never mind, I just did a google search and got Regional Internet Registry.

The CCTLD is an african one and so you must mean Afrinic.

So I have sent them an email.

Lets see if they are the right people to get in touch with

Thanks

I got in contact with my RIR - Afrinic and they said
In short, there is no single "public" whois service that you need to be part of. I see that your whois service is listed at http://www.iana.org/domains/root/db/ng.html. Perhaps many developers of several whois client software will pick it up gradually for inclusion in their future versions

Thanks for the help
