User needs to press Send and Recieve in outlook 2007 for her to recieve any new emails. I have recreated the profile. Could this be a server side inbox issue?

    Based on your issue it seems your using POP3 with outlook. By design emails will be delivered at scheduled interval using with POP3. So you have to reduce send/receive schedule time to 5 minutes or suite your requirements.

    Open outlook 2007 -> Tools -> Options -> Mail Setup -> Send/receive.. -> set time to 5 minutes from default time 30 minutes which do the trick and automatic check for new emails every 5 minutes.
