I'm working on a Windows 7 machine, trying to upgrade Adobe Reader 9, but when I download adobe x from an administrative account I receive this error:

Error 1935. An error occurred during the installation of assembly component

{B708EB72-AA82-3EB7-8BB0-D845BA35C93D}. HRESULT: 0x80070BC9.

what should I do?

These are the two articles with steps to fix the issue.
    - re installing windows installer
     - re installing .Net Framework 2.0
Next time here the windows installer  -  Windows Installer 3.1 Redistributable

If this is just a reader then would recommend uninstalling the old version first...and then install the new version..

    Download your uninstaller trial

use super mode to uninstall the old will go through three stages for removal .

Restart the computer and then install the new version adobe reader product.

It's still not working.. There are now no older reader versions but I receive the same error. When I tried to install windows installer, there wasn't enough storage available.
